To our valued community,

We first want to thank you for your patience and share in your frustration at the situation which has left so many of our beloved clients, landlords, and partners in limbo. Thurston County’s action in suspending our contract came without warning, without provocation and without consideration of the thousands of people who rely on the funding our organization provides. Please let us clearly say that while we take any allegation or concern about fraud seriously, our organization had no findings or discrepancies regarding fraud in our monitoring, and we are fully in compliance with federal and state policies. Our staff operate with outstanding ethics and practices fiscally, and in client care.  

But none of that matters to those who are left wondering what's next for them, how they will get the money they need to keep paying rent. Because the County has suspended our contract we are unable to assist our clients, no matter how much we’d like to. The County has requested records on all former and current clients to begin transitioning to a different provider, however we have declined to turn over that information because of concerns about the County’s handling of confidential client information. Until the County can make assurances our clients’ information is protected, we cannot release it.

Please understand that through this all, our first thoughts are with our clients and the unfortunate position the County has put them in. We have every intention to continue to prioritize care for our clients and center confidentiality, but we are at the mercy of County leaders who must make the decision to put people in need ahead of their efforts to slander our organization.

MONDAY, FEB 28, 2022 UPDATE:

Because of Thurston County’s decision to suspend all Treasury Rental Assistance Program (TRAP) contracts with CAC, our staff are unable to provide services or offer communication to clients on behalf of this program. We are deeply saddened at the harm done to our community members by this decision, and we are working toward a time when we can assist clients again in the future with TRAP. 

 

RESPONSE TO THURSTON COUNTY’S SUSPENSION OF ALL TREASURY RENT ASSISTANCE PROGRAM (TRAP) CONTRACTS

On January 24, 2022, the Thurston County Internal Auditor provided his written monitoring report. His overall conclusion was: “ERA Programs are generally operating in accordance with state and federal guidelines.” No finding of fraud or suspected fraud was made. After additional recommended research was performed, CAC determined no payment was made to anyone without proper eligibility documentation.

The auditor stated program compliance could be improved through enhancing fraud prevention procedures and internal
controls and provided recommendations to enhance procedures and controls. CACLMT provided a response on February
14, 2022 thanking the auditor for the recommendations and seeking clarification because the new recommendations were
inconsistent with prior County recommendations and did not align with the County Program Manager’s
recommendations. CACLMT requested all required policy changes be agreed upon at the County level and put in a
written contract amendment for clarity and transparency.

The County Manager responded to this reasonable request by suspending the TRAP contracts issued to CAC as of 2/24/22
with absolutely no advance notice, no plan in place to ensure continuation of services to community households in
desperate need of those services, and basing this suspension on inaccurate and mischaracterized results of the monitoring
report.

The 2021 Rent Assistance (T-RAP) is intended to prevent evictions by paying past due, current due, and future rent, targeting limited resources to those with the greatest needs while working to distribute the funds equitably.  This program can also assist with utility arrears, including power, water, sewer, and Internet. 

Statement of Funding Contingency:  Funding is provided by the Federal Government and, while expected, there is no guarantee that these funds will be available at the time of your appointment. Payment of all benefits are contingent upon our agency having received funding from the Department of Commerce.

You will be attesting that the information that you provide is truthful for you and your household. If necessary, additional clarifying documentation may be requested to ensure adequate qualifying eligibility documentation per funding policy requirements. Any attempt to commit fraud will be forwarded to the proper authorities.
